From March 7 to 8, 2026, the Finance Division of Suan Sunandha Rajabhat University organized the 2nd generation training program titled "Fundamentals and Efficiency Enhancement in Procurement Processes to Completion and Terms of Reference (TOR) Drafting for Public Sector Personnel" at the Trang Hotel, Bangkok. The training was attended by 39 personnel specializing in supplies procurement, purchasing, and TOR drafting from various departments within the university. The program aimed to elevate operational capabilities in procurement and supplies management, ensuring compliance with public sector laws, regulations, and standards, while preparing for recent regulatory updates.

This project was initiated in response to the university's commitment to developing an efficient, transparent, and accountable procurement and asset management system. It specifically targeted reducing errors in legal and regulatory interpretation, increasing the accuracy and precision of drafting Terms of Reference (TOR), and elevating internal operational standards to align with good governance principles and the Public Procurement and Supplies Administration Act.

Following the training, participants gained a comprehensive understanding of the end-to-end procurement process and guidelines for effective and legally sound TOR drafting. They are now equipped to apply this acquired knowledge to their practical, day-to-day operations. This will enable the university's procurement and supplies administration to operate more systematically, minimize the risk of appeals or disputes, and strictly adhere to established official criteria and standards.

Furthermore, the knowledge gained from this program fosters awareness regarding accuracy, transparency, and accountability in procurement duties. This enhances the quality and legal compliance of procurement documentation and reports, effectively supporting executive decision-making and budget administration, while strengthening the university's long-term governance system.

This capacity-building initiative also facilitated the creation of a learning network among procurement and supplies personnel across different university departments. It promoted the exchange of best practices and the collaborative development of workflows, serves as a crucial mechanism for driving the organization toward efficient, transparent, and sustainable procurement management.

This initiative aligns with the Sustainable Development Goals (SDGs): Goal 4 (Quality Education) regarding skills development and lifelong learning for personnel, and Goal 16 (Peace, Justice, and Strong Institutions) by strengthening an efficient, transparent, and accountable public procurement and asset management system, which serves as a vital foundation for sustainable organizational development. ????✨
